Governor Ned Lamont has unveiled a legislative package aimed at making healthcare more affordable, with a specific focus on reducing patients’ out-of-pocket prescription drug costs. Central to the proposal is an expansion of the ArrayRx prescription drug discount card program, recently introduced in partnership with Comptroller Sean Scanlon. This program currently offers Connecticut residents a free discount card, and under the new proposal, it would also allow patients to receive credit for “cash” prescription purchases toward their annual deductible, provided these purchases cost less than what their insurance would cover.
The proposed House Bill 6870 outlines several key reforms. It would enable patients to count low-cost, out-of-network drug purchases toward their deductibles. Additionally, the bill seeks to curb price hikes by limiting annual increases for generic and off-patent drugs to the rate of inflation, with penalties for manufacturers who exceed this threshold. Furthermore, it calls for a study on the feasibility of importing safe Canadian prescription drugs, ensuring that quality and safety standards are met.
“Families across America are simply paying too much for essential prescription drugs, and these rising costs make accessing health coverage a barrier for far too many people,” Governor Lamont said. “I am urging the state legislature to make lowering prescription drug costs a priority this session. The proposals I’ve presented to them contain wide-ranging steps to lower prescription drug costs and put limits on future price increases.”
